Instead of only telling students what not to do, Vaping PPW links e-cigarette prevention directly to health-enhancing behaviors and future goals like physical activity, fitness, healthy eating and ways to control stress.
Founded on the Behavior-Image Model (BIM), Vaping PPW is a single-session, evidence-based intervention. It leverages naturally motivating peer and future images—the desire to be and feel fit, active, and successful—to increase a student's self-regulation and goal-setting skills.

Implementation Workflow
Vaping PPW is designed to be low-friction for schools. It requires only one 45-minute session and can be delivered universally to all students (high school, middle school and elementary school) in entire classrooms or individually, as well as to high-risk students in sports or those caught vaping on campus.
Step 1: Conduct Screening
Students complete a brief, self-administered health and fitness behavior screening survey to assess their current lifestyle habits, including physical activity, breakfast eating, sleep and e-cigarette use.
Step 2: Deliver Positive Image Messaging
Educators use presentation/communication scripts and slides to walk students through how avoiding e-cigarettes is critical to achieving their fitness, social, and personal goals. The messaging highlights that healthy habits are the norm, correcting the misconception that "everyone is vaping."
Step 3: Facilitate Goal Setting
Students complete a goal plan and sign a contract to initiate multiple behavior changes. This includes setting specific, measurable goals across the wellness pillars and tracking them daily using a 7-Day Calendar Log.
Overlapping Step: Evaluate Effectiveness
Schools administer quick, online pretest, immediate posttest and end of semester follow-up posttest surveys to measure and monitor changes in students' perceived harmfulness of e-cigarettes and other substances, healthy behavior intentions, and health habits -ensuring the intervention is actively influencing student choices.
Why This Approach Works for Schools
The Vaping PPW program is practical and efficient. It requires only a single session, making it easy to integrate into existing health, physical education, or science curricula, school athletics, and after school without disrupting the semester schedule.
Vaping PPW is evidence-based. It utilizes a Screening and Brief Intervention (SBI) format, which is a scientifically backed approach for substance abuse prevention recognized by the Substance Abuse and Mental Health Services Administration (SAMHSA). In fact, Vaping PPW can be provided as a Screening, Brief Intervention and Referral to Treatment (SBIRT) strategy to determine if a student is likely experiencing vaping addiction and requires additional services.
Vaping PPW is being used to reduce punitive measures like school suspension. Using the Vaping PPW program interjects a much-needed positive youth development approach to school diversion programs. This can include using either small groups or the individual script format to provide a constructive, motivational alternative to out-of-school suspensions or detentions for students caught using e-cigarettes on school grounds.
Other Recommendations for Combating Vaping
- Cessation Support: For students who want to quit, schools are facilitating evidence-based cessation programs like N-O-T (Not On Tobacco), which provides guided behavioral support tailored specifically to teenagers.
- Mental Health Counseling: Students often vape to self-medicate for anxiety or stress. Providing access to school counselors helps address the root causes of the behavior, rather than just the symptom.
- Deploy Smart Detection Technology: Bathrooms and locker rooms are the most common places for vaping on campus. Because vapor dissipates quickly and leaves little odor, schools are relying on environmental sensors.
- Peer-to-Peer Education: Studies consistently show that teens listen to other teens. Having older student leaders facilitate the Vaping PPW lesson can be more effective than bringing in outside guest speakers.
- Comprehensive Language: School policies must be updated regularly to explicitly ban not just "tobacco" or "e-cigarettes," but all electronic nicotine delivery systems (ENDS) and newer products like smokeless nicotine pouches (e.g., Zyn), which are currently surging in popularity.
- Anonymous Reporting: Implementing a digital tip line allows students to anonymously report areas of the campus where vaping is a persistent problem, helping administrators allocate their resources effectively.
